About Scheme

The scheme was first introduced as part of New Industrial Policy, by the Industries and Mines Department, Govt. of Gujarat on January 01, 2015 with the primary mission of innovation, start-ups & technology transfer. Later in 2020, the scheme was continued and updated under the Gujarat Industrial Policy 2020, for a period of five years from August 07, 2020.

The objective of the scheme is to utilize the innovative and entrepreneurial mind set of youth, through start-ups and incubators. The incentives under the previous scheme created a strong network of nodal institutions. It supported several start-ups in setting up/expanding their operations both in national and international markets.

The new scheme aims to further accelerate and strengthen the start-up ecosystem in the state.

Financial Assistance

  • Seed Support :Up to Rs. 30 Lakhs for Product Development, Marketing and Professional Assistance.
  • Additional Grant*: Up to Rs. 10 Lakhs can be availed by start-ups with significant social impact.
  • Sustenance Allowance: Up to Rs. 20,000 per month for one year. > Up to Rs. 25,000 per month for one year, if the start-up has at least one woman cofounder.
  • Up to Rs. 25,000 per month for one year, if the start-up has at least one woman cofounder
  • Soft Skill Assistance : Start-ups can avail reimbursement up to INR 1 lakh per start-up for training in soft skills.
  • Assistance to Participate in Accelerator : Assistance of up to Rs. 3 Lakhs per start-up to approved/ sanctioned start-ups under the policy, to enrol and participate in National/International Level Accelerator Program.
  • Access to Incubation Infrastructure, Mentoring and Networking.
  • Approved/ sanctioned start-ups under the scheme, are eligible to avail an additional interest subsidy of 1%, maximum up to 9% on term loans, under the provisions of scheme for assistance to MSMEs.

Criteria / Eligibility

  • Any individual/group of individuals having innovative ideas/concepts and recommended by approved Nodal Institute are eligible.
  • The applicant should be a citizen of India.
  • The applicant/start-up must be registered and have substantial operations based in Gujarat during the time of the grant and a significant part of operations in Gujarat after the tenure of the grant.
  • Start-up must be registered as Limited Liability Partnership firm/ Partnership firm/ Private Limited Company
  • Startup/Innovator cannot be the promoter or significant (>10%) shareholder / beneficiary of another company/ start-up at the time of applying for and receiving the approval for the assistance.
  • The applicant should be registered for the pre-incubation or incubation program at the NI for at least 2 months before becoming eligible
  • The applicant must be incubated full time at the NI during the entire duration of support under the business

About Policy

The Student Startup & Innovation Policy (SSIP) is a first-of-its-kind policy in the country that shall create a much-needed Innovation and Preincubation Ecosystem Support for Students (IPIES) across the state, adding to the startup ecosystem of Gujarat and creating a strong innovation-driven culture in the state’s higher education spectrum.

The policy is aimed to benefit 1.4 million students of the state, support 1000 innovations per year, build preincubation support capacity for every university and at least 200 educational institutes, and harness at least 500 student startups.

Objectives

The Student Startup & Innovation Policy of the Government of Gujarat aims to create an integrated, state-wide, university-based innovation ecosystem to support innovations and ideas of young students and provide a conducive environment for optimum harnessing of their creative pursuit.

  • Developing student centric Innovation and Preincubation Ecosystem for Students (IPIES)
  • Creating environment for creativity to flourish and an end-to-end support system in educational institutions to allow ample support to ideas for better execution

About Electronics & IT/ITeS Start-up Policy

Over the last two decades, a majority of innovations and value creation has centered on application of Information and Communication Technology (ICT). Consistent with the global trend and to nurture entrepreneurship and innovation in Electronics & IT/ITeS sector, the Government of Gujarat has issued an Electronics & IT/ITeS Start-up Policy. The task of preparing a scheme to operationalize the Electronics & IT/ITeS Start-up policy of Gujarat was under consideration of the Government of Gujarat. In consideration thereof, the Government of Gujarat resolves as under:

In view of the vision, objectives laid out under Electronics & IT/ITeS Start-up Policy (2016-21), the Government of Gujarat has introduced a “Scheme of assistance for Incubators and Start-ups” which will come into force from the date of issuance of this Government Resolution (GR) and will remain in operation till the operative period of the Tech Start-up Policy.

Assistance for Eligible Incubators

1 Capital Assistance Eligible Incubators will be provided one-time capital assistance for Gross Fixed Capital Investment, excluding cost of land, for setting up an incubator. At the rate of subject to a ceiling of Rs. 50 lakhs.
2 Procurement of Software Government will support the procurement of key software required for development and testing purposes at incubators attached or associated with educational institutions or universities as a shared facility. At the rate of software cost subject to a ceiling of Rs. one crore.
3 Operating Assistance Eligible Incubators will be entitled to a matching grant of funds mobilized by them from non-governmental sources. These funds are to be utilised in meeting the expenses to run incubation, acceleration and other programmes of the incubators including the general expenses, salaries and other administrative expenses of running the incubator. At the rate of 25% subject to a ceiling of Rs. one crore per annum.

Assistance for Eligible Startups

  • 100% reimbursement of Stamp Duty and Registration Fee
  • Patent Assistance @75% of cost up to Rs. 2 lakhs/patent for domestic patent and Rs. 5 lakhs patent for international patent
  • Skill Certification Grant @of Rs.5000 per skill certification per person up to Rs. 1 lakh per annum
  • Matching Equity Support Gujarat Venture Finance Limited (GVFL), up to
  • Interest Subsidy @9% p.a. Up to Rs. 2 Lakh/year
  • Bandwidth Subsidy @70% of annual bandwidth charges up to Rs. 20,000 for 2 years.

  • Rs. 5 crores, within 6 months of last Funding round raising

Special Provision:

  • In all eGovernance Project undertaken by Government of Gujarat, part of work of value ranging between 5% and 10% will be outsources to start-ups and students of Technical Colleges in Gujarat

About NIDHI TBI

Business incubation has been globally recognized as an important tool for job creation and economic development. Innovation and Entrepreneurship Division of the Department of Science and Technology, Government of India is supporting Technology Business Incubators primarily in and around academic, technical and management institutions to tap innovations and technologies for venture creation by utilizing expertise and infrastructure already available with the host institution. Technology based new enterprises are high risk and high growth ventures, and require an enabling environment like NIDHI-TBI to enhance the prospects of their success.

Objectives of NIDHI-TBI

NIDHI-EIR Program is a chance to pursue your entrepreneurial aspirations in the sectors of technology and social impact with upto INR 30,000 fellowship for 12 months and extensive support.

About NIDHI - EIR Fellowship Program

Entrepreneurs-in-Residence (EIR) Program is one of the programs introduced under the NIDHI Scheme by the Department of Science & Technology, Government of India. NIDHI-EIR Fellowship Program has been conceived to inspire the best talents to be entrepreneurs, by nurturing them to entrepreneurship with mentorship, access to office space and guidance. It also offers a monthly fellowship amount ranging from INR 10,000 to INR 30,000 per month or maximum for a year to minimize the risk involved in pursuing start-ups, and to partially set off their opportunity costs of high paying jobs. Program Eligibility Criteria

  • is an Indian citizen;
  • is a having undergraduate/post-graduate degree or diploma, in the field of science or engineering;
  • is a first-generation innovative-entrepreneur, who has no prior source of income;
  • a scalable technology business start-up and is expected to pursue it full time; and
  • is or shall not be the promoter or shareholder holding more than 10% of another company

About EIR

Eligibility Criteria

  • They should be citizen of India.
  • They should have completed their undergraduate/post graduate education in Science or Engineering fields.
  • Final year students are not eligible to apply.
  • They are expected to pursue their entrepreneurial aspirations full time and should not treat it as a stop gap arrangement or as a support in academic pursuits or transition between jobs.
  • They should demonstrate their ability to build a scalable technology business startup.
  • Preference shall be given for a) technology business ideas with larger technology uncertainties and/ or long gestation periods, b) technology business ideas leveraging technology or IP from publicly funded research or academic organizations, c) technology business ideas with considerable potential for social impact.
  • Entrepreneurs pursuing business ideas with no or marginal technology innovation are discouraged to apply.
  • NIDHI-EIR seeking support should have a formal business plan, a business presentation including the investment proposal.

Special Provision:

  • In all eGovernance Project undertaken by Government of Gujarat, part of work of value ranging between 5% and 10% will be outsources to start-ups and students of Technical Colleges in Gujarat

About NIDHI TBI

Business incubation has been globally recognized as an important tool for job creation and economic development. Innovation and Entrepreneurship Division of the Department of Science and Technology, Government of India is supporting Technology Business Incubators primarily in and around academic, technical and management institutions to tap innovations and technologies for venture creation by utilizing expertise and infrastructure already available with the host institution. Technology based new enterprises are high risk and high growth ventures, and require an enabling environment like NIDHI-TBI to enhance the prospects of their success.

Objectives of NIDHI-TBI

  • To create jobs, wealth and businesses aligning with national priorities.
  • To promote new technology/knowledge/innovation based start-ups.
  • To provide a platform for speedy commercialization of technologies developed by the host institution or by any academic/technical/R&D institution or by an individual.
  • To build a vibrant start-up ecosystem, by establishing a network between academia, financial institutions, industries and other institutions.
  • To provide cost effective, value added services to start-ups like mentoring, legal, financial, technical, intellectual property related services
